How is the legislation structured in LAW?

 

The LAW module of SCANNELL structures the legislation on 3 levels:

      Primary – solid circle.

      Secondary – down arrow.

      Tertiary – open circle.

 


Primary legislation
, which is approved by Parliament or the legislature, such as an Act or Law, typically provides a framework for legislative action in a particular area (environmental protection, waste, energy, health & safety, etc). It outlines the main areas to be controlled and the bodies who will be responsible for enforcement. In the context of SCANNELL it also includes, in the case of the European Union, Regulations & Directives that are applicable.

 

In certain jurisdictions there will be legislation that applies at both, a Federal or national level, and at a regional level.

 

Secondary legislation referred to in the system as Statutory Instruments, but which may in different jurisdictions include Regulations, Ordinances, Decrees, Decisions and Orders, give the specific requirements in detail. This legislation is listed for the relevant primary piece on its synopsis page.

 

Tertiary legislation includes Rules or Orders, Codes of Practice, Technical Guidance and other material published by the Regulators that have a legal standing.
