In order to add Measurements there need to be Monitoring Points.
A Monitoring Point is the location at which a measurement is taken. In certain cases it may be a person.
To add a Monitoring Point click on the Monitoring Point link
in the Activities menu panel, this will display a list of any existing
Monitoring Points, and then click on the Add Monitoring Point link.
Enter/Select Type (Location or Individual, i.e. person), Name
of the Monitoring Point and description of the Location, and
Save.
